On Monday, officials told a judge that the White House will send only partial food aid payments to 42 million low-income Americans as the government shutdown, which has crippled public services, nears a record length.

AFP reports: Last week, two federal courts ruled that the Trump administration must use a $4.65 billion emergency fund toward the estimated $9 billion cost of November's SNAP payments before cutting off the program.

In a filing to a federal court in Rhode Island, officials from the Agriculture Department said they would not make up the shortfall with other funding sources. This means that "50 percent of eligible households' current allotments" will be disbursed.
